Hi,
 We have an application that has email functionality written in coldfusion. Since the emails we send need to be encrypted we are hard coding a dummy social security number so that email will be automatically encrypted using the corporate Zix encryption software. Once the email is sent the person sending it gets an emal saying that the email was encrypted. This we keep as a sent receipt that the email was sent. However, how do we make sure the person getting it reads it. How can we generate a read receipt that would come back to the person sending that says " Your email was read at so and so time "

basically you can't reliably do it...using cfmail or any other email.

You can -hope- that a client clicks the read rcpt request but that's all. I never click on read rcpt notifications.

to add a read request header you just need to add a couple of cfmailparams to your cfmail tag

  <cfmailparam name="Read-Receipt-To" value="youremail">
  <cfmailparam name="Disposition-Notification-To" value="youremail">

But this only sends the request and does not guarantee the client will acknowledge it.

In fact most email programs allow you to automatically ignore all read receipt requests. That's what I use and never even see "read receipt" requests.  They're just automatically trashed...

You could add the tracking graphic, it also has limited success, but I think it's more likely to work than a read receipt (which I always ignore as well).

You'd have to send the email as HTML and the recipient would have to allow images to be displayed on their email.

Yeah, any option you chose is "iffy" at best.  But most decent email readers have caught onto the "phone home" image bugs and block those too, mine does. (I dislike graphic bugs as much as read receipts ;-)
