Have diabled FSE content filtering in Exchange 2010 but mail keeps get rejected

More details required.... by rejected you mean someone is getting an NDR? If so, details of the NDR.

After disabling FSE did you restart the transport service?
No I will try to find a good time to do this, perhaps at noon or at the end of the day
restarted  transport service still same results

I thought I had disabled ForeFront content filtering but I did not.

I will keep it and just add exception lists
reconfigured forefront
