Enterprise Vault not archiving a mailbox

I have a user who's email is not archiving in Vault.  It's not archiving automatically according to set policies and I cannot archive it manually.  When archiving manually I get the "clock" placeholder and it returns to a normal Outlook envelope.  I am able to archive from my email.  The user recently received a new OS, and it appears this was happening on the old OS as well.  So I don't think it's related to the plugin.

Exchange 2007

Windows 7

Looking at the user's archive properties, it doesn't state the archive is full.  Suggestions?  I'm new to Vault so I might be missing something simple.

1.  Run the provisioning task in report mode, pull report from \enterprise vault\reports directory.  This will verify which group and what policies apply to user
2.  Run the archiving task in report mode to validate what EV sees as been archive ready.

This will help you troubleshoot the issue.

Looked at last time user vaulted via http://server/enterprisevault.  Discovered this user had not vaulted since early August.  Checked policies and user did not have any policies assigned.  Added the OU the user was in to the provisioning group.
