email stuck in hotmail smtp queue

I have a client 2003 exchange server that mail seems to be going out fine except for a queue for hotmail. The emails just keep staying in the smtp hotmail queue with a status of delayed and finally will go out hours later. Is there something I need to change to have this email not get delayed

it could be due to sending ip reputation check your sending IP reputation:-

and if there is any error for the queue of hotmail please post that here.

Make sure the PTR record for the IP you are sending from matches the FQDN your exchange server announces itself as.  

nslookup -q=prt xxx.xxx.xxx.xxx <- your mailserver's external IP.

Set whatever is returned to be the FQDN of your SMTP service.

I found the issue. I had to change the smarthost on the smtp connector to point to the correct smarthost that the mx record was pointing to...
