No voice on incoming calls

I'm having an odd issue when receiving calls from an 888 number.  The 888 number is forwarded to a local number.

Whenever a customer calls the number, the customer can hear the service agent but the agent unable to hear the caller.

Any ideas or troubleshooting steps to take?  I currently have a call in with our services provider but I'm not sure which end is causing the issue.

We are running a CUE 7.1.5 as a service module in a C2800.

One more thing to add...other calls directly to our local numbers work fine.  It's just calls to the 888 number of the local number the call is forwarded to has issues.
There are a plethora of things that could be happening to cause this. Go through the troubleshooting guide with a fine tooth comb to rule out issues with the core of the system: SNMP. (Simple Network Management Protocol)
