How can I allow an End User to update our Global Address Book for Exchange without her being an Admin?

We have pretty old contacts in our Address Book on our Exchange Server. I want to delegate the responsibility of this user being able to edit / create / or delete those contacts without having to make her a Domain Admin.  How can I go about this.

Version of Exchange : 2003
Version of Server Windows 2003

Hrmm.. doesn't seem to be as readily available as it once was.  The other option would be to use delegation
