How can I allow an End User to update our Global Address Book for Exchange without her being an Admin?

We have pretty old contacts in our Address Book on our Exchange Server. I want to delegate the responsibility of this user being able to edit / create / or delete those contacts without having to make her a Domain Admin.  How can I go about this.

I have the exchange Install CD for 2003 but I don't have BackOffice Resource Kit CD to retrieve galmod.exe Can you give me another alternative or show where I can download galmod.exe
