Looks to be just CSS.
It is done with CSS. You can give your div the property:
position:fixed;
You can set it to the bottom of the page using the property:
bottom:0px;
And for example 100px to the left:
left: 100px;
position:fixed;
You can set it to the bottom of the page using the property:
bottom:0px;
And for example 100px to the left:
left: 100px;
Right click on the page and click "View source", then search for "windowTabContainer" and you can see the classes that it uses. You can then look through the included .css files and see how they are configured.
