IIS Log files Echange 2010

I'm trying to look at Activesynch and OWA log files in the C:\inetpub\logs\LogFiles\W3SVC1 directory and there is no log file created for today 11\4, only yesterday 11\3 and beyond. I noticed that all the logs are being created at 8PM for the day. So where is todays log file, How can I view it?

On the logging tab of the Default Web Site I can change the logging format and the schedule and "use local time".
What can I choose so I can have the correct format and tiem for my time zone and where I can look at todays curent log file?

So if someone is having activesync problems connecting I cant view the log files to know what's going on, thats crazy?

If I make the changes on the Default webn site logging and change the format to IIS and check the box "use local time" wil lthat push it down to all the other websites?
