OWA 2010 - Granting Mailbox Permission

How does an OWA-only user grant another OWA-only user rights to their mailbox so the other user can access their folders?  I know this works if the permission granting user has access to the full client, but what if they don't?  Can it be done by the user in OWA or does this have to be done for the user by the Exchange Admin?
