Why Outlook Anywhere doesn't work?

This is using MS Exchange 2003 server in W2K3 AD domain. There are 2 branches, A and B, located in overseas. Both branch A and B connected to HQ, in which Exch 2003, DC located.

For branch A, there is an VPN site-to-site connection. All laptops were setup with Outlook Anywhere without problem. But, in branch B, there wasn't any vpn connection. So, for new laptop, we pass the setup guide to the IT support over there to follow the same instructions. At first, they have to be connected with vpn to the HQ with the laptop, and then setup MS outlook. After the setup, Outlook anywhere seems working fine. But, once this laptop is not connected with vpn, the outlook anywhere doesn't work, with error message - can't resolve exchange server...

What's went wrong? What is the requirements for outlook anywhere?

Outlook anywhere is for using Outlook with Exchange over the internet thus not needing a VPN connection.  If you have a vpn connection then you will be able to connect to Exchange and you do not need Outlook Anywhere.

You may have hit a problem with DNS as normally you would put your external domain name in the outlook anywhere settings.

Hi irweazelwallis,

I ran the exchange test, and passed the first 2 tests, but failed the certificate trust validity test.

  A certificate chain couldn't be constructed for the certificate.

I already imported the exchange cert, and I can found it in IE. What still fall short?
whats the exact message
 as it could be the chain or it could be that the names on the certificate aren't right
The CN name is correct, and the certificate was identified correctly.
It works, even that the last test is failed
