Exchange: address policy not applying to targeted users, help please

I've recently setup an email address policy in Exchange for a new company, but it doesn't apply to the targeted company. Any ideas?

This is the settings for the email address policy:

Recipients: All recipient types
Recipients filter: ((Company -eq 'TestCompany') -and (Alias -ne $null))
SMTPs "" and " Default"

If I look at the policy it says "applied = true" but when I look at the mailbox account in exchange the SMTP address is the same before I added the policy, just "".  thank you
