IP addresses and subnet masks

Ok, a client of mine has a dsl/cable router (Linksys BEFSR41) that is connected to internet cable modem.

They have an Asus Rt-n56u running as an access point for wireless clients using the DHCP from the Linksys.

The previous tech people used the following IP schema (messed up in my opinion...):
Router address 169.254.68.1 Mask 255.255.255.0
Client addresses 169.254.68.* Mask 255.255.0.0

Since the Asus has been connected as an access point they are dropping internet off and on throughout the day. I know the Asus won't even allow you to use a 169.254.68.* address if you use it as a second router and are using the Linksys on it's WAN port. It tells me it's an invalid address.

Is the MASK difference be causing the issue with clients dropping from the internet?
