GPOs do not apply

GPOs do not apply.

With a "gpupdate / force / wait: 0" does not pass the gpo.

It is mandatory to restart the pc for the recovery process is complete.

what is "wait: 0" the problem?

jsut try GPupdat /force

  without wait 0  or -1

It is mandatory for a computer reboot for computer policies.  User policies however take effect either right after a gpupdate /force or a log out, log back in at most.

computer policies --> computer reboot.
User policies --> gpupdate /force or a log out, log back.
hi please get usernv log to paste the out put
you can also check the sysvol structure and FRS event in case your using 2003 machine.
Actually it depends some settings need logoff some reboot and some just work.  

do an rsop

Start > run > rsop.msc

You will see the warning sign if something doesn't work. Right click the computer or user part and select properties. In the error tab you can see what's wrong.
also you can use this to see what gpo's are active and which settings come from what GPO.
