Citrix License Server Configuration Tool error - .NET Configuration

We deployed a Server 2008R2 VM and installed XenApp6 Advanced and Citrix License Server 11.6. After installation, the Citrix License Server configuration wizard prompts to set an admin password for the license console. When I try to set this password, I receive an error stating "License Server Configuration Tool - Application  attempted to perform an operation not allowed by the security policy. To grant this application the required permission, contact your system administrator, or use the Microsoft .NET Framework Configuration Tool." and "Registry access is not allowed".

Definitely seems like a registry permissions error, but noit sure which kets to troubleshoot. Any experience with this or suggestions?

Seems access is limited to you and you do not have the privileges to update keys in registry.  Try with admin account which have full rights.

Im logged in as a domain admin
I just verfied that the account I'm using is both a Domain and Local Admin. I also tried it from a second account in the same groups and received the same error.

Any help here would be appreciated.
