- you can register and download for free Oracle's tool - sql developer from the following link and use its migration tool to migrate to sql server/access. :

- sorry i didnt see the earlier posting on sql developer.
But, as long as I know, there's no way to migrate directly from a backup file.
You need to restore it to a valid database and then migrate with any of the methods described.

My prefered one is the Oracle Migration Workbench
