HTML render a menu list box exactly within a gap in text

I want to create text with gaps in it (for missing words or phrases) and to render one drop down box in each gap.
Each drop down box will offer a number of options, one of which should be selected to complete the sense of the respective gap in the text.

Can this be done via HTML/CSS? The challenge is to place the menu box so that it neatly fits within the text gap, and (when the menu box is closed) it does not cover up words to left or right, above or below.

Whilst the positioning of on corner of the drop down box is difficult, the width of the box seems potentially less of a problem, since the text can be 'gapped' with text that is present in the menu box, + some padding, but set to the colour of the background to the text paragraph.

Does this make sense? What is the standard solution for a MS Explorer Browser? The HTML is all coded on the fly from a web server.
