Batch file to remotely restart Windows server 2008

I am trying to create a batch file that I can have a user (non admin) run to remotely restart a Windows 2008 server. I need to be able to run this as the administrator, so I need to include that authentication within the batch file. I know the general syntax:

shutdown /m \\servername /r /d p:4:1

but I have something wrong as it doesn't work, plus I need to have this run as the administrator.

Any suggestions on how to make this work would be great.
