Can't get rid of certain defined names in macro-enabled Excel 2007 file

This is most vexing problem. I have a workbook with 25 occurrences of the same name, which doesn't make any sense to me since each name has workbook not worksheet scope.

I've tried breaking all links in the file (it shouldn't have any anyway), and that didn't work.
Then I tried bulk deleting them, both in the native name manager and the Name Manager utility, and that didn't work.
Then I tried changing the source to a new workbook, and that didn't work. The original linked workbook doesn't exist anymore, but that's never been a problem in the past with other workbooks.
When I checked for where the names are used in the Name Manager utility, I find that it's used 280 times on each of 44 different sheets. And yet as I said above, when I look in the native name manager, I see 25 names each with workbook not worksheet scope. All 25 have the identical description (see below)

There must be some way to do this, but how?
