Is "Update Group Policy Permissions" required step when migrating from a Windows 2000 Domain to a Windows 2008 Domain?

In preparation for the migration of our Windows 2000 native domain to Windows 2008 R2 I'm currently undertaking it in the lab. I'm nearing completion,  just before I raise the function levels of the domain and the forest. Is the step "Update Group Policy Permission" necessary even if I'm NOT doing "an in place upgrade of Windows2000 DCs to Windows 2008 R2 Dcs"?

Thank you....However, can the "Update of group policy permissions"  be applied any time or is it that it should only be done just before Raising the Function Level of the Forest or just after the first 2008R2 DC has been DCPROMOM'd?
I normally do it straight after the first 2008 dc is promo'd
