OAB not updating on Outlook 2010 clients

Hi all -

When we make changes to the GAL we are noticing that our users OABs are not updating.  I changed the polling interval on the CAS server to 60 minutes with no luck (not even sure if that helps any way).

Manually downloading the OAB DOES work and the changes are reflecting if you connect via OWA.

HOWEVER - and here is the caveat - we are currently undergoing a migration so changes to the GAL is occuring fast and furious.  Our challeneg is that most of our user base is in Sierra Leone with limited satellite links and therefore having hundreds of people download the OAB everytime we migrate new users to the directory is not feasible.  It's not only a logisitical nightmare but the traffic brings our satellite links to its knees.

Any ideas?

Thanks, Sumit.  So we converted a contact today to a proper user.  Let me wait awhile and see if it gets updated.  Will report back.
