Failed to open the group policy object

I am currently getting the above error whenever I try to edit or create a new group policy server that is being hosted on godaddy. On the detail section of the error, I get the following message displayed:

The filename, directory name, or volume label syntax is incorrect.

Can you please look in Event Viewer & post the errors you getting in there?

Below is the error message
The processing of Group Policy failed. Windows attempted to read the file \\ISecureD.com\sysvol\ISecureD.com\Policies\{31B2F340-016D-11D2-945F-00C04FB984F9}\gpt.ini from a domain controller and was not successful. Group Policy settings may not be applied until this event is resolved. This issue may be transient and could be caused by one or more of the following:
a) Name Resolution/Network Connectivity to the current domain controller.
b) File Replication Service Latency (a file created on another domain controller has not replicated to the current domain controller).
c) The Distributed File System (DFS) client has been disabled.
Do you have more than one Domain Controller?
It seems to be the Replication issue see this: File Replication Service Latency (a file created on another domain controller has not replicated to the current domain controller).

Also I have noticed that when I tried to access the sysvol file using \\servername. the folder is inaccessible.

There you go, if sysvol replication is not working nothing is gonna work for Group Policy.
Can you describe your infrastructure?
Also please post the Ipconfig /all from your server.

I also tried creating a new folder then sharing it and I realise that folder cannot be access by \\servername\foldername.
Can you ping server with FQDN?

Yes it is replying with an IPV6 address.

Funny IPv6 is not checked but it still response with IPv6 IP. Any idea?
Can u make ipv4 static?
