I need to add an element to the top of an XSLT file. The template I am using currently has xsl text, but i need to change the xsl text to an element. Please see line 9 of code below
<xsl:copy-of select="$fo:layout-master-set"/>
			<fo:page-sequence master-reference="default-page" initial-page-number="1" format="1">
				<xsl:call-template name="footerall"/>
				<fo:flow flow-name="xsl-region-body">
					<fo:block>
						<fo:block font-size="24pt" font-weight="bold">
							<fo:block text-align="center" font-size="30pt" font-weight="bold">
								<fo:inline>
									<xsl:text>2013</xsl:text> This is where I need to change 2013 to element "license_issue_date"
								</fo:inline>
							</fo:block>
						<fo:block text-align="center" font-size="14pt" font-weight="bold">
								<fo:inline>
									<xsl:text>Animal License</xsl:text>
								</fo:inline>
							</fo:block>
                        <fo:block text-align="center" font-size="12pt" font-weight="bold">
								<fo:inline>
									<xsl:text>Town Name</xsl:text>
								</fo:inline>
							</fo:block>
                        </fo:block>
						<fo:block>
							<fo:leader leader-pattern="space"/>
						</fo:block>
						  <xsl:for-each select="$XML">
							<xsl:for-each select="recordset">
								<xsl:for-each select="row">						<fo:block font-size="1pt">
										<fo:leader leader-pattern="space"/>
									</fo:block>
									<xsl:for-each select="license_number">
										<fo:inline font-weight="bold" font-size="10pt">
											License No.
										</fo:inline>
										<fo:inline font-size="12pt">
											<xsl:apply-templates/>
