Event ID 10154: The WinRM service failed to create the following SPNs

I have the following error message that I have failed to resolve.  I tried doing as it says but with no luck.

The WinRM service failed to create the following SPNs: WSMAN/Server1.domain.local; WSMAN/Server1.

 Additional Data
 The error received was 1355: %%1355.

 User Action
 The SPNs can be created by an administrator using setspn.exe utility.

I tried using the setspn WSMAN/Server1.domain.local and setspn WSMAN/Server1 but it gave me an error about the account not existing.  How do I resolve?

Using Adsiedit access the CN=servername and to the security tab.
For the network service account, check if you are having the "Validated Write to service principal name" (Else provide the same)
Restart the WinRM service
