How do I convert a JPEG file to PDF?

I need to convert a Photoshop jpeg file to PDF format. I working on a Mac OS 10.5.8, Photoshop CS3.

You could print it to a PDF file.  Go through the normal motions of printing and when the printer dialog box appears, select the PDF options (built into later versions of OS X).

Perhaps I did not ask well. I need to save it as a PDF.

Exactly.  When you go to print, select PDF on the printer dialog, which will allow you to create a PDF file (which will contain the image).

I think I finally understand. Have to open file within another program to save it as a PDF as Photoshop does not have that option. Thanks.

Copied file into another program, Word, was able to then save as a PDF file.

I object to this closure based on the fact that the author tomatoes may need to do this again in the future and there is a simpler more appropriate method as given below.

Simply open the JPG image in Photoshop and save as a pdf file. Under File menu select Save As. Below the file name box there is a file format drop down selection, select Photoshop PDF as the file type and save.
