SSRS and Multi parameters

I have been pulling my hair out today with a problem with SSRS and a report not pullling all the required data.

After going down the road of timeouts, I have discovered the issue.  I used a multi parameter approach I found online where the values are passed to a string and a function converts the values to  '###','###' instead of '###,###,###' etc.

My problem is the parameter is using Nvarchar(max) and I just discovered the characters in the string are just over 13,000.  I need to find out the maximum size of nvarchar max or another method to store this variable data and pass to the query.

13000 in a parameter!! that's a disaster !! split it, or enter it into a temp table and read from that temp table!!!!

you would like to save all the possible values in the backend and fetch those options in the parameter by binding it with one of the dataset. This allows the user to choose from several option provided and if he want to seleect everything, he can simply click on ALL check box.
