By any chance, did you configure a profile with admin privileges and manually copy it over the Default user profile?

If I give admin rights to a user and try to open winrar file system will prompt 'do you want to allow the following program from an unknown publisher..... this computer' with options 'yes' or 'no '
I want the same way for all users without admin rights

That's understandable, but I'm trying to help you determine why the applications are behaving differently for standard users and my question still remains: before you deployed Windows 7, did you configure a profile with admin privileges and manually copy it over the Default user profile?

I took image of a work-group PC and not a domain added
User in that PC will have admin rights I guess

If you don't mind me saying so, it's a rather bold step to give end-users full admin rights on their machines. It could lead to a great deal of troubleshooting.
Before you deployed that Windows 7 image, did you configure a profile with admin privileges and manually copy it over the Default user profile? Did you make any changes to the Default user profile?
