As long as you dont want to make calls thru the PSTN you only need phones and sofphones work fine. That said, I dont know what the CCNA voice lab requires.

Im sure simeone will chime in and tell you.

The Basics:

POE switch
PHONES
Router capable of CME with:
    PVDMs
    FXO card for external PSTN connection support
                      -or-
    VIC-1MFT for multiple channel support
     CUE for voice mail
and of course the right version of code supporting VOICE
