We suspect that one of the admins is adding other users mailboxes as an additional mailbox in their Outlook and reading that users mail.. Where do I go to or what do I need to turn on in logging to track this.

Log on to exchange click on the user (whose inbox is being accessed) and then go to exchange tabs, there will be an option for Mailbox Rights, click on it and see if the user (who is accessing the box is there). if the user is, click on DENY access and then the user won't have access to the mailbox. full stop.
