How to Open and Run 32-bit Command Prompt in 64-bit (x64) Windows

Need to be able to open a cmd prompt that has a 32 bit app in Win 7.  How can I set this to always run in 32?  I have the target %windir%\SysWoW64\cmd.exe - still doesn't work

Do you have some batch file that starts your application?

You can just create a shortcut to the 32bit cmd.exe but this is not what you want, right?
And why not using:
%windir%\system32\cmd.exe
?
