rdate must be a function created within your applications,  it's not part of the oracle database sql or pl/sql languages

do you mean the unix utility  rdate?  for setting system time from a network server?  if so,  you don't do that from within oracle either

if the function is something defined within your database, can you extract its source, or at least it's parameters?
