Cannot Remove Fibre Card on AIX

I am running an AIX 5.2 and I am unable to remove the fibre card...

rmdev -Rl fcs1
hdisk60 Defined

hdisk42 Defined
hdisk64 Defined
hdisk65 Defined
hdisk66 Defined
hdisk67 Defined
hdisk68 Defined

Method error (/etc/methods/ucfgpowerdisk):
        0514-062 Cannot perform the requested function because the
                 specified device is busy.

I have deleted all the paths associated to it... Can someone help me
