Which version of Windows 7 is this?  The gpedit.msc function will still work on a stand-alone computer, as long as it is Windows 7 Professional, Ultimate, or Enterprise.

To enter the proxy settings, they are found here:
User Configuration -> Windows Settings -> Internet Explorer Maintenance -> Connection -> Proxy Settings.

To disable potential changes, enable the follow setting:
Computer Configuration -> Administrative Templates -> Windows Components -> Internet Explorer -> Disable changing proxy settings

If this happens to be one of the other versions of Windows 7 (such as Home Premium), you can set the proxy server as you wish and then enter the following registry key to lock it down:

Windows Registry Editor Version 5.00

[HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Internet Explorer\Control Panel]
"Proxy"=dword:00000001

Open in new window

Additionally.....

Internet Explorer Control Panel Restrictions (Part 2)

The "ConnectionsTab" value hides the entire Connections Tab..... Should still work on Win7 if not mistaken.....

Lee, if the author doesn't respond I would recommend splitting the points between http:#37247372 and http:#37250445.
