This message is normal and expected after a SQL server stop start or a system reboot. SQL server needs time to rollback/rollforward transactions and prevents logins during this time. Once Recovery is complete logins are possible again.

and how long should I wait?
Commented:
It depends on the conditions (how many databases, how large are the databases, how many transactions per second, was SQL stopped before the system reboot (co-ordinated shutdown, etc.) the system was shutdown or rebooted in. Typically it should only be a couple of minutes after a SQL restart.

Also, take a look at the transaction log files and make sure that you don't have any that have become ginormous.

If the log file has grown a lot as I fix it?
Commented:
In case your log files have grown significantly  - there are two ways to remedy the situation - a)
backup the transaction log - shrink the log - then create a log maintenance plan to back the transaction log(s) up at least once a day. b) in case you dont have enough disk space to  backup the transaction log - change the recovery model of the database to simple mode - shrink the log, then change the recovery model back to full - run a full database backup - then create a maintenance plan for the transaction log to back it up at least once per day.
