How can I  keep remote desktop from shutting down on the client side. The user needs to keep from T.S. (Remote Desk Top) timing out and shutting off.
Windows SBS 2003 server Client side is windows XP.

you need to apply group policies, that will either hide the shutdown buttons, or just deny them the rights
To clarify:  Are you trying to stop remote users shutting down the machine, looking to stop the machine from going into suspend/hibernate or are you looking to stop the remote desktop session from disconnecting when idle and eventually logging off disconnected users?
Commented:
in ADUC choose user, in tab "Sessions" put "End a disconnected session", "Active session limit" and "Idle session limit" to Never (or choose another option from drop-down list)

or use this group policy approach
