Custom control with sub control which parents other controls at design time

Hi,

I'm trying to create my own WinForms custom control, which has a button and a panel (or other similar control) on it. I want to be able to drop my custom control onto a form, and then drop other controls either onto the custom control itself, or into the panel sub-control. i.e. controls dropped onto the custom control either get parented by the custom control or the panel within it.

The problem I have is that any controls that I drop onto the custom control area always seem to be be parented by the custom control, and never by the panel within, even if I drop the new control entirely within the area of the panel. In fact, any controls dropped within the panel area get hidden behind the panel.
