Issue sending email via Outlook 2007 mail merge - envelope icon with clock

I have 2 workstations running Windows 7 and Outlook 2007 that have issues sending out emails. They use a CRM application that has an Outlook plugin that performs a mail merge to send out the emails.

The emails are created, but they go out very slowly. They sit in the Outbox with the icon of an envelope with a clock over it. I cannot find an answer on how to solve this or even what it means. Journaling is not turned on, I have removed every plugin except for the CRM plugin which is needed. The CRM company has not heard of this issue. It is not the Exchange server.

Any ideas on what to do?

This is per-message setting. I believe CRM application sets it. Try to find it there.

This envelope icon shows that message is being sent with delayed delivery option set.
