A client installed AVG and on one of the installs it had a fatal error. It then broke TCP/IP. I looked into the device manager and for some reason it corrupted the chipset driver and NIC drivers. I got that back installed and I can now ping the loopback address but I can't get anything past that. When I type the IPCONFIG command in cmd all I get is "Windows IP Configuration." I've tried C:\> netsh winsock reset catalog and C:\> netsh int ip reset reset.log but still doesn't work. Any ideas? Could I repair sbs with the install disc? Would that screw even more stuff up?

I have seen this issue on windows workstation. The fix was to remove the NIC card from the device manager and reboot the workstation. Then I got the Ip address from the DHCP
You could try that before trying the nasty thing

Have you tried reinstalling the drivers for the NIC...?

Had a similar problem with Avira previously.
Have you tried reinitialising the network filter driver of AVG and checking the firewall rules?
I suspect it isn't letting any traffic through at all even though the NICs look OK.
I would personally uninstall AVG to see if things work without it and then install it again!
Did your client uninstall their previous anti-virus before installing AVG?

If the server is not in production, take backup and reinstall OS.

I've reinstalled the drivers already. Avg is uninstalled also. I didn't perform the uninstall so I can look there first. It is in production so I can't reinstall.
Mgroover's comment about checking the bindings led me to the Properties of the NIC and under the Network tab I saw something about AVG. Uninstalled and then it works.
