New User Doesn't Show in OAB

I created a new user in Exchange 2010.  The user appears in the GAL when Outlook is running 'live', i.e. not cached Exchange mode, but when viewing the Offline Address Book, the user does not show up.  I changed the OAB Gen logging to expert and no errors appear regarding his name when the OAB is rebuilt.  

In ADSI, I notice his attribute for msExchALObjectVersion is <not set>, where other users have a # listed here.  Outlook users are able to download the latest OAB without any errors.  Checked replication status on the domain controllers, all is sync'd as of a few mins ago and no errors.

I'm stuck -- why isn't the new user showing up in OAB?

If the email address in the user object in the AD is different then
the primary address i Exchange 2007 for that user then
the user won't show up in the Offline Address Book.

Not even if you create a new Offline Address Book will it show up. (changed from: No even if you create a new one will it show up.)

This was not an issue with EX003,
so the solution is to change the email address in the AD to the same
as the primary address in EX2007.

This is a bug but I havn't seen Microsoft acknowledge it as one yet...

I've verified in AD and in the EMC, the email address is the same (also verified in ADSI Edit), firstname.lastname@domain.com
Just discovered something, the last timestamp of the LZX file in the OAB directory of the CAS server is Oct of this year, so it looks like it's not posting anymore...what could have stopped it from updating? I don't remember any changes occurring that would affect it....
Was this is Migration? Which server is the OAB generating server?
The server running the Hub Transport and Mailbox server roles is the generating server.  The distributing server is the server running CAS.
rebuild the address list ands check Event Viewer for Errors..
The address list is being updated without issue, and the generating server as the latest timestamp on the file, the CAS server that distributes the OAB does not have the latest timestamp.  I think the problem lies in the transmission of the OAB file to the CAS server, but I can't figure out where it is...
