iis issue

I am having issues with iis 7.5 on a windows 7 machine

I type localhost into a browser window hoping to see the
iis "splash" screen but instead I get the dreaded

Cannot read configuration file due to insufficient permissions

Any ideas

Did you try Google? First link up http://kenno.wordpress.com/2008/10/23/iis7-cannot-read-configuration-file-due-to-insufficient-permissions/ shows which web.config file you need to update permissions on for IIS_IUSRS group.

I have not created any web projects yet

Is there suppose to be a "default" web.config file that is used when localhost is typed into a browser?

I did a file search and could not find one

I'm not sure that link I posted is entirely applicable - although some of the comments MIGHT be appropriate. Try opening the IIS Control Panel (Start-(Control Panel) - Administrative Tools - IIS  Manager. Right-click Default Web Site, select Edit Permissions, and look at the Security Tab. See if IIS_Iusrs has read and execute permissions - if not, add them and see if that fixes the problem.
