Web.config file CustomErrors

I have an install of DotNetNuke 6.1.1 and it has an error in the web.config file.  I have changed the web.config so that <customErrors Mode="Off"> .  It still is showing the generic non detailed error message on browsers not run on the server.  When run on the server, the error is much less frequent.  The error is much more frequent on client computers.  
Here is the system.web portion of the web.config.  I need it to show the detailed erorr on the client so that I can diagnose the problem.  
Any ideas on why it refuses to show the detailed errors on the clients even after I set the <customErrors Mode="Off">?  I have configured the client to not show friendly http errors.

Does the problem occur only on certain client PC's? The reason for my question is that (and you might have checked this already) their browsers might have stored the page and might need to be cleared. (history deleted - cookies etc.) What Browser are the clients using? - I had a similar problem in the past and the clients where using IE and some had a setting "Check for newer versions of stored pages - never" selected > "settings" button next to Delete history.

It is happening on all computers that I have tried.  I have deleted all history, cache, passwords, etc.  everything that you can delete.  It still only shows friendly errors.

The other possible reason, not necessary, could be that you have set to display generic error message programatically in your website.

Because I was too having same error and generic error page was showing. So search that generic error page name in whole website.
If the error is on web.config you can't see it on browser couse the web.config has no effect.
Hope I get you problem, usually I when ecountered a similar problems the reason was one of the following:
- bad web.config
- wrong framewrok vesrion for application pool (so if you have 4.0 instead of 2.0 your web.config will seem wrong)
- high level config forcing customerrors=false
- wrong iis bindings or alias dnn bindings.
