W2k8 Standalone CA Missing Templates Folder

I've built a offline Root CA & a Standalone CA in my lab. I'm using a standalone CA because I want to issue certificates to clients so that they can access our B2B portal.
The Standalone CA is installed & ready to issue certificates, except for one small detail; there are no available templates.
I can duplicate templates in the Certificate Template, but the Certification Authority does not display a Templates folder.
Who is Participating?

As far I know:
A STANDALONE authority CAN NOT use certificate template.
Only ENTREPRISE (AD integrated) CA can use certificate template
