I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

yes they can be the same,

as for what it "should" be, use your system for a while and then check the V$SGA_TARGET_ADVICE   view for info about how changing it might affect your system

- yes however we usually sets sga_target to be lower than the sga_max_size. this is because, in the future when the need arise for you to increase the sga_target, you can do it without shutting down your database. and you can increase the sga_target up to the sga_max_size value. sga_max_size is a maximum limit which defines how big your sga_target can be increase to. so i suggest that you specify some extra value for sga_max_size.
