Crystal Reports XI in Citrix Environment: "File/Open" action does nothing.

Crystal reports opens fine, I can right click on a report in windows exporer and select open or open with and it opens in Crystal Reports.  I can create new reports fine.  What I cannot do is click File - Open.  It does not open a file browser window to view the available files.  I am logged onto the Citrix box as a domain admin with all rights AFAIK.

I am learning XenServer still.  I have been running PS for the last 5 years.  It is probably a setting that is wrong although I can't find it.
