should a 404 be logged for every file that does not exist?

for example I noticed that this was logged in /var/log/https/error_log, but no 404
[Fri Dec 09 16:59:30 2011] [client 82.12.13.25] File does not exist: /usr2/www/hrs/test-fail2ban
