Are we talking about things like Adobe Reader, Flash Player, Java, etc?  If so, take a look at my EE answer here: http://www.experts-exchange.com/ITPro/IT_Administration/Q_27481854.html

This describes a free solution that will decrease your internet bandwidth usage (using WSUS to get the Windows updates for all the computers on your network), increase your control over which windows updates get installed and when (WSUS again), and lets you create your own updates for non-Microsoft products like the ones listed above (using LUP).

This approach is a much better idea than leaving these types of updates (some of which are security updates) to users, hoping they will remember to do them as needed.

Are your updates and polices coming from a server?  You can allow non admin accts to download and install updates thru GP.

I use WSUS with LUP as well.

I also use Privilege Authority(free version) which helps with applications like webex and many more.

Yes it does, you would just need to configure workgroup pc's to point to the WSUS by using registry entries
