RemoteApp Manager not showing (Windows 2008 r2 Foundation)

I'm working on a Windows 2008 R2 FOUNDATION box trying to get RemoteApp functionality working.

If the users connect to http://machine/rdweb they can then RDP to the machines without a problem.  What I'm trying to do is give remote users access to Quickbooks using RemoteApp instead of requiring a separate physical or virtual machine just for that program.

I can't figure out out to add a RemoteApp . Every guide I've read says to goto admin tools -> remote desktop services -> RemoteApp Manager    The problem I'm facing is that RemoteApp Manager is not in that list

Remote Desktop Services Manafer
Remote Desktop Session Host Configuration
Remote Desktop Web access COnfiguration
Remote Desktops

A shove in the right direction would be greatly appreciated!
