Administration Tools Pack doesn't work on windows 7 X64

hello Experts
my laptop is running windows 7 ultimate X64 SP1 version, and it joined our company domain, for i am network and system admin, i want install Administrator Tools(RSAT) on my computer, so i download from Microsoft and there is no problem while installing it. but while i run "MMC" and "add/remove snap in", i could only find management tools for local computer, for example "Active Directory Users and Computers", i can't find it there.
could you info me what is wrong with it and how to fix it?
