What do you mean by disable it.  If you don't want it in the page remove it or comment it out.

I want to comment it out, but there are thousands of lines of code in the media query including comments which makes commenting it out difficult.

Mmmm.... and if you comment only the query value?

@media /*screen and (max-width: 650px)*/
{
    whatever...
}

You can use Jqeury to removeClass.

jQuery(document).ready(function($)

Commenting shouldn't be difficult.  Like Bardobrave said, just do this:

Use /* to begin your comment

Thousands of lines of code could be here...

Then, use */ to end your comment.  Example:

.my class {
/*
background-color: red;
width: 500px;
*/
}
COBOLdinosaurCommented:
Comments that are already there are nothing.

inline comments of the form // are not a problem.

block comments can be fixed in 2 minutes in any editor with a find function:

Just find every instance of of */ and replace it with */ /*
