Notifying administrator of e-mails bounced due to size limit

Is it possible to have Exchange 2010 set up to e-mail a specific account (i.e helpdesk e-mail) when e-mails are bounced due to exceeding a set size limit?

By default, no. You can configure a transport rule to send a custom NDR to the sender, but there isn't a method to send a notification email to someone when an email is over a certain threshold. You *can* however set it up so the email is forwarded to a moderator for review.

Can you please advise both how to send the NDR for e-mails over the threshold an how to forward the e-mail to a moderator for review please?

Both would require the use of a transport rule. http://www.msexchange.org/articles_tutorials/exchange-server-2010/management-administration/using-transport-rules-to-moderate-messages-using-exchange-server-2010.html has some information on moderation. NRD uses similar steps but a different action. You can do both on a single Transport rule. The only issue is that you can only do this based on attachment size. If an email goes over the size limit without attachments, the transport rule won't get tripped (rare, but theoretically possible).
