How to set automatic notifications for Exchange 2010 submission queue

Is there a way to setup automatic email notification to be sent if there are messages in Exchange 2010 submission queue?

Why would you need that? Emails are just staying in that queue for less than a second if everything is working as normally.

I need the notification only if the messages are getting stuck in the queue.
I guess you are thinking about Remote delivery queue and Unreachable queue.
Exchange have no native tools for monitoring this, then you need a monitoring solution, like System Center Operations Manager or similar.
